The CBA inspection ended with a notification to the prosecutor's office

From June 2018 to January 2019, the Regional Office of the Central Anti-Corruption Bureau in Poznań carried out an inspection in the Marshal's Office of the Lubuskie Voivodship, in connection with the support granted to the Global Trade Mash company within the framework of the Lubuskie 2020 local operational programme. The programme supported a project titled „Biodetoxification technology of wood waste impregnated with creosote oil for use as a fuel or fuel production component.”

In the course of the inspection, the CBA officers established that the Global Trade Mash – as the beneficiary of the Marshal's Office of the Lubuskie Voivodship support - spent the acquired funds for purposes significantly inconsistent with their intended use, excluding and exposing to the financial damage the main research subcontractor, i.e. the Central Mining Institute, which actually carried out research services commissioned by the company.

The Global Trade Mash introduced money to business transactions using a transaction chain. As part of the chain created, it purchased goods and services from selected companies operating in consultation with it, for amounts that exceeded their market value many times. The enterprises issued invoices to the company's benefit, documenting artificially high costs of goods and services, thus enabling it to extort money from the Marshal's Office of the Lubuskie Voivodship for financing the project to clean wood from creosote oils.

In the course of the inspection, the CBA prevented an unfavourable management of the property of the office, estimated at PLN 2,601,024.65. On 28 February 2020, the inspection carried out by the Bureau ended with submitting a notification to the Regional Prosecutor's Office in Poznań, of a justified suspicion of having committed crimes to the detriment of the Marshal's Office of the Lubuskie Voivodeship and the Central Mining Institute. The results of the CBA inspection indicate that the activities of Global Trade Mash caused damage to the Office's assets in the amount of PLN 1,398,547.62.
