CBA Continues Investigation into Electric Bus Procurement
Officers of the Central Anti-Corruption Bureau have detained another three individuals in an investigation into irregularities involving a bus manufacturing company, including the organisation and conduct of public procurement procedures for contracts awarded to the company. This is another procedural operation in the investigation conducted under the supervision of the District Prosecutor's Office in Poznań.
On 28 July 2026, officers from the Regional Office of the CBA in Białystok detained three individuals in the Silesian and Łódź provinces. According to the findings, one of the detainees is suspected of participating in a scheme to improperly influence the execution of a contract for the supply of electric buses to a local government authority. The other two individuals are suspected of providing a personal benefit to the President of the Management Board of the bus manufacturing company in exchange for concluding a sponsorship agreement with a sports club. With the support of the Regional Offices of the CBA in Łódź and Katowice, officers secured evidence at the headquarters of a sports club in Łowicz and at the District Office in Myszków.
Misappropriation of Assets
As part of the investigation, officers from the Regional Office of the CBA in Białystok established that, between 2022 and 2024, agreements had been concluded between the electric bus manufacturer and representatives of selected local government authorities. The unlawful influence exerted over ongoing or planned public procurement procedures is believed to have resulted in the preferential treatment of specific bids.
The evidence gathered also indicates that the irregularities were not limited solely to influencing procurement procedures. Investigators identified circumstances indicating that a public official at the District Office in Myszków, responsible for accepting the delivered buses, exceeded his authority and failed to fulfil his official duties. The vehicles allegedly did not meet the declared quality standards, nor did they correspond to the actual technical condition and operational performance expected under the contract.
Furthermore, the investigation includes a separate thread concerning the acceptance of a personal benefit by an individual holding a managerial position at the electric bus manufacturing company. According to the investigators' findings, the benefit consisted of obtaining a professional sports contract from the president of a sports club in exchange for signing a sponsorship agreement with the company.
Preventive Measures
The detainees were brought before the District Prosecutor's Office in Poznań, where they were charged with, among other offences, mismanagement involving the granting of a personal benefit and failure by a public official to fulfil official duties.
The prosecutor imposed non-custodial preventive measures, including financial bail, police supervision combined with a prohibition on contacting specified individuals, suspension from their current positions, and a ban on engaging in certain professional activities.
Investigation Ongoing
During the first operational phase of the investigation, carried out at the end of June 2026, four individuals were detained. All of them admitted to committing the offences with which they had been charged. Further procedural activities are planned as the investigation remains ongoing.
