CBA Detains the Lublin Superintendent of Education
Officers of the Central Anti-Corruption Bureau have detained the Lublin Superintendent of Education. The detention is the result of an investigation into alleged abuse of authority for personal financial gain and unlawful interference in the preparation and conduct of public procurement proceedings by officials of the Lublin City Hall and the Regional Education Authority.
On 16 June 2026, officers from the Regional Office of the CBA in Lublin detained the Lublin Superintendent of Education on the order of the Małopolska Branch Department of the National Public Prosecutor’s Office. As part of the operation, several locations were searched, including the headquarters of the Regional Education Authority in Lublin and the Lublin Voivodeship Office. Officers secured documentation related to specific public procurement contracts carried out for the Regional Education Authority and the Lublin Voivodeship Office, as well as electronic devices, correspondence, and other documents.
Irregularities in Public Procurement Procedures in Lublin
The investigation conducted by the Regional Office of the CBA in Lublin concerns suspected abuse of authority, manipulation of public procurement procedures, and acceptance of a financial benefit. Evidence gathered in the case indicates that the individuals involved coordinated procurement procedures and contract values and directed requests for quotations to pre-selected entities, thereby ensuring the selection of a specific contractor.
The investigation has also established that the detained superintendent exceeded his authority in representing the Regional Education Authority in Lublin by entering into an arrangement with a designated event management company. The purpose of this arrangement was to unlawfully influence the outcome of a public procurement procedure concerning the organization of celebrations marking the 100th anniversary of the Regional Education Authority in Lublin.
Charges and Preventive Measures
The detainee was brought to the headquarters of the Małopolska Branch Department for Organized Crime and Corruption of the National Public Prosecutor’s Office in Kraków, where he was charged.
The prosecutor decided to apply preventive measures against the suspect in the form of suspension from official duties, police supervision and financial bail.
Further Procedural Activities Planned
This is the second operational phase of the ongoing preparatory proceedings. The investigation remains active and is expected to develop further.
During the initial actions in this case, conducted on 14 January 2026, CBA officers detained seven individuals, including the Deputy Mayor of Lublin, a director and a department head from the Lublin City Hall, as well as entrepreneurs from the event management sector. Two public officials, including the Deputy Mayor of Lublin, were suspended from their official duties.
