Corruption Scheme in Public Tenders

Officers of the Central Anti-Corruption Bureau have detained 4 men on the order of the prosecutor from the 8th Military Department of the District Prosecutor's Office in Kraków. This is another operation in an ongoing investigation concerning bid rigging and actions detrimental to the economic interests of military units.The investigation is being conducted by officers of the Regional Office of the CBA in Kraków in cooperation with the Inspectorate of the Military Counterintelligence Service.

On July 1 this year, officers of the Regional Offices of the CBA in Kraków, Poznań, Wrocław, Gdańsk and Szczecin detained 4 people. Among those detained are three current and former inspectors of the Office of Measures in Szczecin and Gdańsk, as well as a private construction entrepreneur from Słupsk. Officers of the CBA searched several locations located in the Pomeranian, West Pomeranian, Greater Poland and Lower Silesian provinces. As a result of the searches, extensive evidence and movable property worth PLN 18,000 were secured.

Bid Rigging

The investigation into tender collusion, giving financial benefits, and acting to the detriment is being conducted entirely by officers of the Regional Offices of the CBA in Kraków in cooperation with the Inspectorate of the Military Counterintelligence Service in Kraków. The evidence gathered indicates that several entrepreneurs, acting in order to achieve financial benefits, jointly entered into an agreement to unlawfully influence the results of tender procedures conducted by military units throughout the country. The tender procedures concerned the provision of services related to the maintenance of liquid fuel infrastructure and MPS devices for military units. As a result of the tender collusion, damage was caused to the economic interests of the state, including the Polish Armed Forces.

Preventive measures

The detainees were brought to the 8th Military Department of the District Prosecutor's Office in Kraków. The prosecutor presented the detainees with charges of accepting benefits and falsifying documentation. Preventive measures have been imposed on the suspects, including bail totaling PLN 40,000, police supervision, a ban on contacting specific individuals, and a prohibition on disclosing information related to the proceedings.

The investigation is developing

This is the second implementation in the ongoing preparatory proceedings. The first procedural implementation took place in December 2024. At that time, at the prosecutor's request, officers of the Regional Office of the CBA in Kraków detained 7 people, including private entrepreneurs and their employees, from the Pomeranian, Greater Poland, Mazovia and Łódź provinces. At the current stage of the investigation, the prosecutor has presented 91 charges against 11 suspects. Further procedural activities are planned.
