The CBA secured documentation of the Clean Air Programme

Officers of the Central Anti-Corruption Bureau, acting on the orders of the European Public Prosecutor’s Office, secured documentation in several public administration offices across Poland. The actions are related to an investigation into the failure of public officials responsible for the Clean Air Programme to fulfil their duties.

On 21 April 2026, CBA officers secured both paper and electronic documentation concerning the Clean Air Programme from the period starting 1 June 2021. The activities were carried out on the instructions of the European Public Prosecutor’s Office, among others, at the Chancellery of the Prime Minister, the Ministry of Climate and Environment, the Ministry of Funds and Regional Policy, the National Fund for Environmental Protection and Water Management, and 16 regional funds. A total of 65 CBA officers and four representatives of the European Anti-Fraud Office (OLAF) took part in the operation.

New EPPO investigation

The European Public Prosecutor’s Office has launched an investigation into the failure of public officials to fulfil their duties in connection with the development and implementation of subsequent stages of the Clean Air Programme. The initiation of proceedings was based, among other things, on media reports indicating possible irregularities in the Programme that may have arisen already at the initial stage of its creation. Systemic irregularities may have enabled dishonest contractors to unlawfully obtain financial resources and caused harm to thousands of Programme beneficiaries.

The investigation has been entrusted to officers of the Regional Office of the CBA in Łódź. The purpose of the ongoing preparatory proceedings is to establish the facts regarding the potential failure of public officials to fulfil their duties in connection with the development and implementation of subsequent stages of the Clean Air Programme, as well as the resulting damage to the public interest, and financial fraud at the level of beneficiaries and contractors across the country.

The Clean Air Programme is a government programme co-financed by the European Climate, Infrastructure and Environment Executive Agency (CINEA). The Programme was established in 2018 within the National Fund for Environmental Protection and Water Management. Due to the scale of fraud and abuse nationwide, the programme has been temporarily suspended.
