Corruption in the detention center

Officers of the Central Anti-Corruption Bureau have detained two Prison Service officers. This is the result of an investigation into the acceptance of financial benefits in exchange for violating the law. The preparatory proceedings are being supervised by the Regional Prosecutor’s Office in Łódź.

On 26 November this year, officers from the Regional Office of the CBA in Łódź, supported by officers from the Regional Office of the CBA in Poznań, Warsaw and Bydgoszcz, detained two men — officers of the Prison Service. In exchange for financial benefits, the detainees allegedly brought mobile phones and pharmacological substances — anabolic steroids — into the remand centre, which they then made available to inmates. During the activities, officers secured extensive evidence, including cash, mobile phones, narcotic and pharmacological substances. Officers from the Drug Crime Prevention Department of the Provincial Police Headquarters in Łódź and the Control Office of the Central Board of the Prison Service also participated in the activities.

Investigative findings

According to the findings of the preparatory proceedings, between January 2021 and June 2024, Prison Service officers at the Łódź Remand Centre accepted financial and personal benefits. As part of the criminal scheme, the officers allegedly brought in and provided inmates with mobile phones and pharmacological substances. The investigation is also examining irregularities that may have occurred prior to 2021.

Charges and Pre-Trial Detention

The detained officers were brought to the District Prosecutor's Office in Łódź, where they were charged with the crime of venality while performing public duties, i.e., Article 228 § 3 of the Penal Code in conjunction with Article 12 § 1 of the Penal Code. At the prosecutor's request, the court ordered the suspects remanded in custody.

The preparatory proceedings are ongoing and may expand further. Additional detentions in this case cannot be ruled out.

CBA Appeal

The CBA reminds that pursuant to Article 229 § 6 of the Penal Code and Article 230a § 3 of the Penal Code, a person who provided a financial or personal benefit or a promise to provide it and the benefit or the promise to provide it was accepted, is not subject to punishment, provided that the perpetrator notified the law enforcement authority of this fact and disclosed all relevant circumstances of the crime before that authority learned of it.
