Bid Rigging to the Detriment of the Armed Forces

Officers from the Regional Office of the CBA in Kraków have detained four individuals in connection with an investigation into bid rigging. The crimes were committed between 2023 and 2024. The investigation is being supervised by the District Prosecutor’s Office in Kraków.

On October 7, 2025, officers from the Regional Office of the CBA in Kraków detained four individuals in connection with an investigation into bid rigging. Two of the detainees were retired soldiers, currently civilian employees of a military unit. The others were a manual worker involved in service work in military units and a private entrepreneur involved in large-scale technical projects in the MPS (Fuels and Lubricants) industry. The actions were carried out at the request of the District Prosecutor's Office in Kraków. Officers seized cell phones, cash, and official documentation.

Unlawful influence on the outcome of tenders

The Regional Office of the CBA in Kraków, under the supervision of the Military Affairs Division of the District Prosecutor's Office in Kraków, is conducting an investigation into bid-rigging. The findings indicate that representatives of established entities operating in the fuel and lubricants industry, acting for financial gain, unlawfully influenced the outcomes of tender procedures conducted by military units across the country.

As part of this practice, they provided financial benefits to individuals holding public office, including employees and soldiers of established military units, inspectors of Military Technical Inspections and District Offices of Measures, and private entrepreneurs.

This led to the unfavorable disposal of property by military units across Poland, which were responsible for, among other things, the financial and logistical support of the military. In doing so, they acted to the detriment of the economic interests of the state, including the Polish Armed Forces.

The investigation was initiated based on materials provided by the Inspectorate of the Military Counterintelligence Service in Kraków, submitted under the cooperation agreement.

The crimes were committed between January 2023 and April 2024.

Charges and Preventive Measures

The detainees were brought to the District Prosecutor’s Office in Kraków, where they were charged with disrupting a public procurement procedure, intellectual forgery, disclosure of official secrets, bribery of a public official, and abuse of public office.

Preventive measures were applied against them, including police supervision, a ban on contacting specified individuals, and a prohibition on disclosing any information related to the proceedings.

The Investigation Is Ongoing

This was the fourth case in the ongoing preparatory proceedings. So far, charges have been brought against 16 individuals. The investigation is ongoing, and further detentions are planned.
