Position in exchange for a favourable settlement

Officers of the CBA Regional Office in Warsaw, under the supervision of the District Prosecutor's Office Warszawa – Praga, have been investigating abuses related to a construction investment in Warsaw - Rembertów. The detainees include the deputy mayor of the Praga Południe district, the head of a department of the district office as well as two entrepreneurs. Administrative corruption and fraudulent invoices in the background.

Two local government officials detained

On Tuesday 11 July this year, officers of the CBA Regional Office in Warsaw detained four persons, including two officials of the Praga-Południe District Office. Evidence gathered indicates that the detained Deputy Mayor of the Praga-Południe District Office promised to give, and then gave to the other detained official the promised personal advantage in the form of employment as a department head. The underlying reason for the benefit was that the official would issue an administrative decision for the construction of a property development project in Rembertów, favourable to the company informally managed by Adam C. The detainee was also supposed to conceal information about the conduct of this business activity. The investigation findings revealed that he was actually supervising and running the company that obtained the construction permit for the investment.

Fraudulent invoices and intermediation

Two businessmen who acted as intermediaries in matters related to the criminal scheme were also detained in the case. One of them acted as president of the company, actually managed and controlled by Adam C. Another entrepreneur issued blank invoices to the company managed by the civil servant. The documents did not reflect economic transactions and were used to defraud public law liabilities.

Charges are brought against the suspects

The detainees were taken to the District Prosecutor's Office Warszawa-Praga in Warsaw. The deputy mayor faced charges including promising to give and then giving another civil servant a personal advantage in exchange for his breaching the law to obtain a favourable decision on a building permit, and of using an inaccurate invoice to gain a financial advantage and abuse of power. The other detained official, acting as the head of the Architecture and Construction Department of the Praga Południe District Office, who issued an administrative decision in breach of the law in exchange for employment in this position, faced corruption charges.

The detained entrepreneurs faced charges of criminal and fiscal offences and corruption.

The investigation is developing.

It is the first CBA operation in the ongoing pre-trial investigation. The case is developing, further detentions are not excluded.
